“The Central government does not have direct jurisdiction to take action against executing authorities such as officials and engineers of Andhra Pradesh and even contractors, it just refers the matter to authorities concerned in the Government of Andhra Pradesh,” was the reply given by the Polavaram Project Authority (PPA) to a query raised under the Right to Information Act.
The PPA member-secretary R.K.Gupta, in a reply to the queries of a Rajamahendravaram resident, J. Choudaraiah, said that the Centre had no jurisdiction over the State government officials.
The PPA came under criticism when it forwarded a complaint by Mr. Choudaraiah about corruption in the Polavaram project to the Engineer-in-Chief in January. YSR Congress Party leaders then said that the last person to which the complaint should be referred to was the EnC.
Lift scheme
The PPA in other replies to Mr. Choudaraiah said it had no report on the Purushothapatnam Lift Irrigation Scheme because it was not part of the Polavaram project. The PPA said the Commissioner, R&R, was the chairman of the State-level grievances body and Joint Collectors the chairpersons of district-level cells.
